ICJ RULES AGAINST BOLIVIA ON BORDER DISPUTE

The conflict started in 1879 between Chile and Bolivia finally has an end on October 1st with the decision of the International Court of Justice (ICJ). The issue began with the invasion and occupation of 400km of the Bolivian coast by the Chilean government. In 1904 a Treaty of Peace and Friendship was signed, fixing the borders for the two countries. The treaty determined that Chile would remain with the invaded area and Bolivia would have free access to the Antofagasta and Arica harbors. Yet, due to the economic disadvantage that this agreement resulted, in 2013 Evo Morales appealed to the ICJ arguing that the Bolivian insolation was depriving the country of commerce, natural resources and the means necessary to develop. On the other hand, Chile claims that there is no judicial basis for Morales appeal as the borders were defined a hundred years ago by the 1904 treaty. On October 1st the ICJ decided that Chile is not obligated to negotiate borders with Bolivia. President Morales said he would not give up.
